What it does
Filling BOQ files by hand is the slowest part of putting a tender together. Every work needs the same template, filled with a different authority, work name and amount — and the workbook has to come out of the process structurally identical to the one the portal issued, or it gets rejected on upload.
This tool does that in bulk. Give it a list of works and the template, and it produces one BOQ per row, each protected with its own password and delivered together in an encrypted ZIP.
How to use it

- Upload both. If the template's sheet password is not the standard one, you will be asked for it.
- Wait for generation, then download your ZIP. Send us the Job ID on WhatsApp and we will send back the ZIP password.
Why the files stay valid
A BOQ workbook carries embedded macros, sheet protection and custom document properties that the portal checks. Tools that open and re-save the whole file quietly rewrite those parts — the file looks fine on your screen and fails at upload. This generator changes only the cells it has to and leaves everything else byte-for-byte as issued.

What is a BOQ file in WBTenders?
A BOQ (Bill of Quantities) is the Excel workbook attached to a tender on the West Bengal e-procurement portal. It carries the item list, quantities and rates, and it is protected — the portal rejects the file if its structure is altered, so it must be filled exactly as issued.
Why do BOQ files get rejected by the portal?
Almost always because the workbook structure changed. Opening a BOQ in a tool that rewrites the file — or unprotecting and re-saving it carelessly — alters the embedded macros or the sheet protection, and the portal refuses it on upload. That is why this tool edits only the cells it must and leaves the rest of the workbook untouched.
Can I generate BOQ files for many works at once?
Yes. That is the point of the tool. Upload one spreadsheet listing every work — authority, work name and amount — plus the BOQ template, and you get one correctly filled BOQ per row, delivered together in a single encrypted ZIP.
What do I need before I start?
Two files: your work list as .xlsx with the columns Sl No, Authority, Work Name and Amount; and the BOQ template .xls downloaded from the tender itself. If the template uses a non-standard sheet password, you will be asked for it.
