1. Who we are
DEO West Bengal (deowb.subho.net) is a free collection of tools and guides for West Bengal VLEs and NREGA / VB-G RAM G (VBGRAMG) data-entry operators, published by Vision Technologies and Robotics. It is an independent resource and is not affiliated with, or endorsed by, any government body.

2. The tools run on your device
This is the part people ask about most, and it has not changed. Every tool on this site does its actual work in your own browser:
- The Certificate Generator builds all 8 PDFs on your machine. The names, job-card numbers, costs and narratives you type are never sent to us.
- The Image Compressor and Report Fixer read your files locally. Nothing is uploaded.
- There is no login and no account system anywhere on this site.
3. If you message us on WhatsApp
Some pages show a WhatsApp button. Nothing happens until you tap it and press send in WhatsApp — the button only opens a chat with a message already typed for you.
When you send that message, we receive:

We use this only to answer your question and, where relevant, to discuss paid help from Vision Technologies and Robotics. We do not sell it, rent it, or share it with anyone else for their own marketing. We do not add you to a bulk-messaging list.
This information is stored on our own server in India-facing infrastructure we control, and is readable only by Vision Technologies and Robotics staff. The conversation itself also sits in WhatsApp, which is operated by Meta under WhatsApp's own privacy policy.
4. What stays on your device and never reaches us
The site keeps a few small things in your browser's own storage so the tools are less tedious. None of it is transmitted to us:
- Your language choice (English / বাংলা / हिन्दी).
- Your district, block and Gram Panchayat in the Certificate Generator, so you do not retype them every time, plus which certificate fields you chose to show.
- Which pages of this site you looked at recently, used only to decide which WhatsApp message to pre-fill for you. It never leaves your device, and it is not sent even when you message us — only the short code in §3 is.
- Whether you dismissed the ad bar, for the rest of that browsing session.
Clearing your browser's site data for deowb.subho.net erases all of it.
5. The anonymous usage counter
The Certificate Generator shows a running total of how many certificate sets have been generated by everyone. To keep that number, each time you generate a set we record one row containing: whether it was a ZIP or a combined PDF, the serial number of the work chosen, and the State, District, Block and Gram Panchayat selected in the form.
That is all. There is no name, no job card, no phone number, no email, no IP-based identity and no cookie in that record, and nothing that links one generation to another or to you. We use it to see which districts the tools are actually used in.
6. Notifications (only if you turn them on)
The footer of every page has a Get notified button. Nothing happens until you press it and allow notifications in your browser. After that we send a notification when new tools or guides are published, and occasionally about an important update.
To send them we keep, for your browser: the push address your browser creates for this site (with its encryption keys), the browser type (for example "Chrome Android"), and when it subscribed and was last sent a notification. There is no name, phone number, email or IP address in it. When you tap a notification, we count the tap against that notification; the count is not linked to your browser.
The notification itself is delivered by your browser's push service (Google for Chrome and Android, Mozilla for Firefox, Apple for Safari, Microsoft for Edge on Windows). Its content is encrypted, so the push service cannot read it.
To stop them, press Turn off in the footer, or block notifications for deowb.subho.net in your browser's site settings. Either way the push address stops working and we delete it.
7. Third-party services

We do not run any other analytics, tracking pixels or advertising networks.
8. Keeping and deleting your data
- WhatsApp enquiries: kept while we are helping you and for up to 24 months afterwards, then deleted. Ask us any time at [email protected] and we will delete your details sooner — just message from, or name, the number you used.
- Notification subscriptions: kept until you turn notifications off, block them, or your browser stops accepting them; then deleted automatically.
- Usage counter rows: kept indefinitely. They contain nothing personal, so there is nothing in them to identify or delete.
- Everything in your browser: yours to clear at any time (§4).
You can also ask us what we hold about you, and ask us to correct it.
9. Children
These are workplace tools for government administrative staff and are not directed to children.
10. Changes to this policy
If this policy changes we will update this page and the effective date above.
