Suppose you are entering work demands in MGNREGA portal. And while selecting registration no WB-00-000-000-000/xxx you see that family has worked only 12 days in the present financial year. So, you filled the required fields to make a 15 days demand and hit the proceed button as usual.
Now, the surprise begins. Instead of seeing the seeing the regular success message, you get something like below –
Record NOT Saved !Household has already work demand for 173 daysand now you are demanding 15 days more.Which exceeding 100 days limit
What will you do now? Whom will you go to? There is no technical help line.
Firstly you will go to the Block CA, then he will refer District PM/APM, then he will refer to State DBA, and finally he will refer to Central, NIC.
You will be caught inside the infinite loop designed by MoRD.
Now, come to the practical situation. This person has submitted work demand via 4A and he/she must have the acknowledgement with him/her.
Your panchayat also are in the loop of references as I told earlier.
So, 15 days will be too few. So, what will be to the promise made by MGNREGA Act of providing employment within 15 days of demand? Where will that beneficiary go? Here NO ONE in the Programme Implementation Agency can be held responsible for not providing employment. But after 15 days he will be eligible for Unemployment Allowances. But who will pay the money?
To make the situation more complicated, think a bit more. I am giving example of one person. It can happen with anyone. So, if you have 100 such cases, what will you do?
Here the only liable person for this is the development team those designed the system. Those with little knowledge of SQL can understand this is happening due to some validation mistakes in the query which is validating the data entry.
But, that team is beyond the reach of State level functionaries, as I think.
So, if it happens with 100 beneficiaries get ready to face the mob as at last the whole liability will be on you as you are the most reachable in this system.
